The Minister of the Interior has issued a new order that streamlines the application process for planning certificates for low-risk residential constructions, effective October 2, 2024. This completes the set of 22 adjustments that have been implemented since October with the goal of expediting land development approvals in the wake of local government reforms.

The order permits residential unit conversion, expansion or building (up to two) with only a planning certificate that must be obtained from each of the five Provincial Local Authorities within 20 working days. The certificate will be automatically awarded via the "IUPODAMOS" system if it is not issued on time.

Designers are responsible for ensuring that submitted plans meet all key requirements such as building size, height, and parking spaces. This new process is expected to impact about 30% of planning applications, speeding up approvals and aiding citizens.

The Ministry aims to resolve delays and shift low-risk applications away from Environmental Authorities, allowing them to focus on larger projects and improve oversight. The new system will be continuously reviewed, with potential expansion to cover larger developments of up to 12 houses or 20 apartments.
